and-or technical guidance to country operations while overseeing country activitiesDuties and Responsibilities:People ManagementLead and manage the Logistics and procurement team including people planning, performance, well-being and developmentProcurement Co-ordinationVisit each procurement office to assess full compliance and implementation of Operations Handbook across all field officesReview ITB Restricted, National and International documentation before advertising or inviting suppliersProvide remote support in ITB management TOC report, technical analysis and contract awardCompile monthly reports received from field offices to provide country procurement reports to relevant managersOrganize procurement trainings for non-logistics staff and small-scale refresher training for procurement staff.Plan and organize regular logistics training with relevant participants logistics, program, Human Resources and finance to ensure agreed and uniform systems to be implementedEnsure implementation of CAST-audit recommendations relating to logistics-procurement.Fleet ManagementEnsure compliance and implementation of Operations Handbook across all field offices.Provide monthly comprehensive country reports on fleet management costs to SMT.Advise on any increase-improvement of fleet capacity in country.Asset ManagementEnsure compliance and implementation of Operations Handbook across all field offices.Provide monthly comprehensive country reports on Inventory-Assets to SMT.Implement any available tools to improve the inventory management.Provide guidance in disposal methods for unused or expired Asset with prior Donor-DRC Country director approval.Warehouse ManagementEnsure compliance and implementation of Operations Handbook across all field offices.Provide monthly comprehensive country report on warehouse inventory to SMT list and stock value in hand.Provide guidance in disposal methods for unused or expired commodities with prior donor-DRC Country Director approvalDRC Dynamics ERP SystemEnsure proper application of ERP supply chain processes in the regionApply reports and data analytics from ERP supply chain system to improve supply chain performanceDeputy responsibilities:Support the Country-Regional Director and the Senior Management Team in ensuring strategic programming coherent with DRC’s operational platforms, coordinating DRC’s programme development, strengthening DRC’s programme quality, standards and learning, and enforcing DRC’s accountability and M&E frameworks.Represent DRC on behalf of the Country-Regional Director upon agreement with authorities, UN agencies, humanitarian agencies and another partnerFunction as Country-Regional Director during his-her absenceOther deputizing duties as agreed with the Country-Regional DirectorAs Manager, the post-holder is responsible for the following:Accountable for achieving DRC’s strategic goals and objectives within the area of responsibilityAccountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.Accountable for people management of direct reports, generally at least 3 employeesThis includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC About youTo be successful in this role we expect you to have university degree in e.gLogistics and-or Supply Chain Management having certification in Humanitarian Logistics Supply Chain is an asset.Moreover, we also expect the following:RequiredMinimum 5 years of experience in humanitarian logistics management within the field of supply chain management, fleet management, asset management, and distribution supportAt least 3 years experience with people managementKnowledge and experience of dealing with service providers and contractors’ managementExcellent computer skills in MS Word & Excel, as well as experience working with an ERP systemExperience with standard procurement procedures and documentation.Experience with construction and site project managementExperience with auto mechanics or electrical installationsExperience working in an INGODriving licenseFull professional proficiency in English and TurkishArabic knowledge is an asset In this position, you are expected to
