International Red Cross and Red Crescent Movement and NGOs since 2009Job Purpose: The Finance Manager position based in Gaziantep Türkiye would be expected to provide managerial support to QC Programs in accordance with QC Finance guidelinesH-She will be working with the Country Director and Senior Management Team SMT, providing financial expertise, motivation, and leadership in all areas of the organization’s activityResponsible for keeping books and accounting records in accordance with international accounting standards, preparing the required financial data and reports, as well as the responsibility of monitoring all accounting and financial activities and reporting on them, applying financial control systems and monitoring their operations effectively in order to protect the assets of the office, participation in procurement committees, preparing the estimated budget in coordination with the Country Director and SMT, ensuring the application of approved financial policies, systems and procedures, following up the implementation of the annual plan and the estimated budget, and verifying its implementation within the specified deadlinesEssential Job Responsibilities and Duties: Technical FINANCE:Cost short-term plan and longer-term Strategy.Draw up Annual Budget, in consultation with the CD, SMT and wider staff team.Support budget holders in financial management and budgetary controlParticipate in the preparation of the estimated budgets, the annual plan, the procurement committees, follow-up, coordination, and participation in the inventory operations of fixed assets, treasury and stores.Work with program and under supervisee staff to prepare bids, costing where necessary and participate in the procurement committees.Prepare financial reports and ensure compliance with funders requirements.Further develop and maintain effective systems of financial control and of financial management information for programs managers and all field office, including financial forecastingManage cash flows, ensuring that the most sensible and advantageous terms are secured.Ensure full cost recovery of overheads and management costs.Monitor reserves and keep policy under review.Maintain finance policy and procedures.Develop and maintain relationships with banks and other financial institutions to ensure the organization has access to the best possible financial products and services.Conduct financial analysis of the organization s performance and provide recommendations to senior management on how to improve financial results.Develop and implement financial policies and procedures that comply with all relevant laws and regulations.Manage the organization s risk management program to ensure that financial risks are identified and appropriately managed.Coordinating and facilitating the work of the internal and external auditors and giving them the necessary information and details about the accounts and systems usedProvide training and support to staff members on financial matters to ensure that they have the necessary skills and knowledge to manage their budgets effectively.Ensure that the organization has adequate insurance coverage to protect against financial losses.Provide financial support and guidance to the organization s fundraising efforts.Develop and maintain financial reporting systems that provide timely and accurate financial information to senior management and the board of directors.Monitor the financial performance of the organization s programs and ensure that resources are being used effectively and efficiently.Develop and implement financial strategies and plans that support the organization s mission and objectives.Conduct financial analysis and modeling to assess the financial implications of various scenarios and make recommendations to senior management.Manage the organization s budgeting process, including development, and tracking of budgets for all departments and programs.Monitor financial performance against budget and adjust as needed to ensure that financial goals are met.Develop and maintain relationships with investors and other stakeholders to ensure that the organization has access to the funding it needsTechnical Accounting:Maintain accurate and up-to-date accounting records in compliance with generally accepted accounting principles GAAP and relevant laws and regulations.Experience in ERP systems, and knowledge of Microsoft Dynamics 365 MCD365.Prepare financial statements, reports, and other analyses to support decision-making by senior management and the board of directors.Oversee accounts payable and accounts receivable functions to ensure that payments and receipts are processed accurately and on time.Manage the organization s cash flow to ensure that sufficient funds are available to meet operational and strategic needs.Check the monthly salaries financially in terms of attachments, mathematical accuracy, and the validity of the accreditation, ensuring that they comply with the approved policies and procedures, and sending them to the main center for review and approval.Ensure compliance with tax laws and regulations, including preparation and submission of tax returns and payment of taxesTechnical Banking:Develop and maintain relationships with banks and other financial institutions to ensure that the organization has access to the best possible financial products and services.Manage the organization s bank accounts and cash management processes to ensure that funds are used effectively and efficiently.Monitor interest rates and other financial indicators to identify opportunities for optimizing the organization s financial position.Manage the organization s debt and credit facilities to ensure that they are structured in a way that supports the organization s needs and objectives.Ensure compliance with banking regulations and best practicesAssets:Develop and implement policies and procedures for managing the organization s fixed assets, including acquisition, depreciation, disposal, and maintenance.Maintain accurate and up-to-date register of all fixed assets, including location, condition, and valueAnd update the assets register on a regular basis in coordination with the official in charge of the Operations Support Affairs Unit before submitting it to the Country Director.Monitor the use of assets to ensure that they are being used effectively and efficiently.Develop and implement strategies for optimizing the organization s asset base, including identifying opportunities for cost savings and revenue generation.Ensure compliance with relevant laws and regulations governing the management of fixed assets.Any work assigned to him by the Country Director of the office or the concerned departmentsWorking ConditionsThe post is based in TürkiyeQualifications and CompetenciesB.Scİn Accounting or Finance or equal education in similar capacity.Certificates related to accounting such as ACCA – CFA – CMA – CPAAt least 12 years’ accounting experience with 5 years in a financial management rolePrevious experience with International Non-Governmental Organizations INGOs.Understanding of IT systems and good IT skillspractical experience in ERP systems, preferably with knowledge of Microsoft Dynamics 365 MCD365.Ability and flexibility to handle multiple demands in a busy office.Familiarity with company law and good practiceGood inter-personal skills; team playerPersuasive written and verbal communication skillsExperience of preparing accurate budgets and cash flows.Interest and understanding of social enterprise.Ability to manage multiple priorities and demands from a few different sources internal and externalWillingness to undertake travelling around the country.Well-developed ability to apply appropriate judgment and an innovative and analytical approach to problem solving.Project management and reporting experienceExperience of negotiating and monitoring contracts for outsourced services relating to audit, IT, office equipment, legal advice and other services.Knowledge of Health and
